AP Repeater Root Setup

Anyone know why I am getting the following message on my repeater AP?

%DOT11-4-CANT_ASSOC: Interface Dot11Radio0, cannot associate: No Response

My repeater aP dot110 interface shows a status of reset when I set the station-role repeater. I was able to get the repeater AP to associate to the Root AP a few times but then it would lose connectivity. Is this issue related to RF? My test AP's are very close to each other.
