i did outdoor Survey & AP was able to reach distance 200 Meter with Signal strength as good on laptop ( -65dbm )

a colleague told me that theoritically a client ( laptop ) cannot be far from AP more then 15 M as it will get signal but will not be able to transmit .

another colleague told me that if client ( laptop ) Rxed signal strenght as good ( -65dbm)  , so it wikl be able to transmit back to the AP antenna normally

i'm confused now

You have to try to match the EIRP of what the ap is putting out and the client. For example, what is the max power the laptop is using and what antenna gain does that wireless card have. Now most newer devices might have a 50mW to 100mW card (laptops) and maybe a 0-2 db gain antenna. So now your AP should try to match that so signal from the laptop can be heard by the AP. now if your using an outdoor AP that is default at 200 mW and your using a 6dbi gain, that's a total EIRP of 800mW, since every 3db is x2 the previous mW or /2 if you drop 3db.

So yes you might hear the ap but the ap doesn't hear you.
