Buying a used 3504 - will it have AP licenses?

Hi,
I'm interested in buying a used 3504 to replace my current aging 2504 - and I was wondering if the 3504 comes with the same base ap license scheme as a 2504.
For clarification, my current 2504 - which I previously bought used - came with just the permanent base AP license count of 5.
This has always been plenty for me.
Doing research on both this board and just via google - it seems like the 3504 only supports as many APs as you buy additional licenses for - is this correct? i.e. has Cisco done away with the permanent base AP tier of licenses on "newer" controllers?
I'm referring to these license types:

As you can see on the link below, 3504 use either RTU or smart license. Permanente license does not exist anymore.
RTU license does not require license to be installed like permanent license, in RTU you configure how many AP license you need. It is indeed a weird license style but I believe It was a preparatiin for current license scheme.
I dont believe you Will have problem with license on this wlc

I think you will be fine using the RTU licenses, just make sure the ap's you have support the code that you have on the 3504. That is usually the big kicker that get's folks upset.
