Thank you for all your comments, it's clarrified a few things.
One thing I have noticed is the Rssi set to -85 so if I'm reading that right, end devices will connect to ny of these, which may be part of the problem, lowering this to -65 hopefully stop devices connect to APs 4 levels up.
