Is the AP going to be used with a controller or not?

I am getting the same with a number of 1702 APs (AIR-CAP17021-E-K6). The 1702's all get an IP through DHCP and the WLC's IP via option 43 however the AP then reports it can't discover the WLC and then renews it's IP and starts the cycle again...
