I have Cisco WLC 2504 which has 10 AP 1852E joined , i installed license 5 AP successfully , when i add new Access point AP 1852E is not joined to WLC it takes IP address from same scope of 10 AP i access to this AP and i see this error
[*04/11/2017 05:08:35.2474] Discovery Request sent to 255.255.255.255, discovery type UNKNOWN(0)
[*04/11/2017 05:08:44.7544] CAPWAP State: Discovery

Are the AP and WLC in same subnet ?
If not then did you configure a method to register an AP to WLC . Example:Option 43
Also try Static config on AP:
#capwap ap ip address <IP> <MASK>
#capwap ap ip default-gateway <GATEWAY>
#capwap ap controller ip <WLC-IP ADD>
