It's a licensed product. You need a license with the service entitlement linked to your cisco.com account to download the software from Cisco
A licensed headend ASA or router can distribute the package freely to client computers. Anyone with a license can also download the pre-deploy software images (ISO file with included installation executables for Windows or dmg file for OS X).
