Hi Adir,
I have had this problem with an AP2800, the only solution I found seems to be to convert the AP to a CAP running the 8.2.121 image then then convert back to 8.3 Mobility Express.
I couldn't even get it to join a WLC running 8.3.102. The AP2800 had to being running 8.2.121 first.

This can be tricky, but did you follow this process:
http://www.cisco.com/c/en/us/td/docs/wireless/access_point/mob_exp/1/user_guide/b_ME_User_Guide/getg_start.html#task_7588F4C009744AEFBB9EB754A713E390
Also make sure you have enough flash space. You might have to delete some of the images or logs to free up space.

You validate the md5 hash? I would download the image again and then check the hash before uploading. Then make sure you don't have any other image except for the rcv.

Open up a TAC case then. I haven't tried with a 3802 but have down this with 1850's in my lab.

Hi
If you have a WLC running 8.2.121 you should be able to get the 3802 to join this which will upgrade the image on the 3802. Once you have 8.2.121 running on the 3802 you can the upgrade to Mobility Express 8.3.102.
8.2.121 does support Lightweight 3800 Series Access Points but not Mobility Express

I don't think its is a problem with the image, there must be a bug in 8.3.102 which is effecting the 2800 & 3800 APs.
If you have a WLC running 8.2.121 you should be able to get the 3802 to join this which will upgrade the image on the 3802. Once you have 8.2.121 running on the 3802 you can the upgrade to Mobility Express 8.3.102.
