Can I use Cisco URT to assign VLAN by user without domain and DHCP server in the URT network?

do not think this is possible, the following are the steps involved and the things required at each step
By default, users will be on the "default" VLAN:
computer must be able to receive an IP-address (DHCP server is required.)
computer must be able to contact the domain server ( Intervlan routing is needed.)
After authentication, the VLAN will be automatically changed:
computer must be able to have a new (different) IP address (DHCP server is needed.)
computer must be able to contact domain controller and other servers ( intervlan is needed.)
