Cisco wireless client does't back to fail AP after reboot

Hi to all,

I have Cisco WLC 2500 Controller and some AP point on 2 floors.

When i reboot AP on second floor all clients from second floor going work with AP's on first floor.

And after AP's from second floor rebooted clients doen't come back to AP's on second floor and still working with AP's on first floor.

But the signal is better and covarage is higher.

How i can fix it?

what happens if you reboot the WLC on the first floor,do APs connect to second floor, and stay there when first floor comes back up.?

What is the HA configuration for the APs, Is primary and secondary controllers setup correctly for each floor.

i have one controller, AP's(on separeted floors) connected to him by network. 

HA configuration is empty. 

question about wireless clients.

ok most probably need to play around with the threshold radio settings on the WLC ., this link may help WLC Radio resource Management.
