Hello,
I'm getting high latency in my WLAN after deploying 2504 controller with 2504 HA:
Since, primary secondary fail-over is working I guess the configuration should be okay.
This is the case:
While connecting only Primary controller there is no latency,
While connecting only Secondary controller there is no latency,
While connecting both controller there is a high latency,
There're no any proper deployment guides for the 2504 controllers!
Here I've attached configuration file, please take a look and suggest me the correct process.
I would highly appreciate your any advice.

While connecting both controller there is a high latency,
What do you mean by this?

Fail-over between primary and secondary worked but there is a high latency form end users.
Ping result from end users to default-gateway is above 1000ms while connecting both WLC, but it's normal (1-4ms) either unplugging HA or Primary controller from L3 Switch.

When using the WLC as a dhcp server, you need to make sure the dhcp scope doesn't not overlap. You need to split the address pool so that each controller hands out a different range of address. You should see issues regarding duplicate IP address on some of the clients. Fix that and things should work better.
