Configuring Authorization on IOS devices using a non-ACS radius Server

I'm trying to configure authorization on a variety of different IOS devices using Steel Belted Radius as the backend. It appears the AV pairs are being returned incorrectly during the AAA debug. Has anyone had any experience with this particular scenario?

Besides the Cisco-AVPAIR Shell:priv-lvl=15 outlined in the docs here on CCO, also required is a Service-Type:Administrative setting for Steel Belted Radius
