Continous ARP request every 8 sec

We are using Meraki router for connecting the wifi enabled lock. We observe continous ARP request from Meraki router every 8 sec which is obstructing the wifi chip to go into sleep. I wanted to check is there any configuration that can help me disable this continous ARP request every 8 sec.Wireshark capture of the issue

What is the model of your Meraki device? I've never heard of or seen anything similar.

It Meraki MR44. Meraki MR44 - Wi-Fi 6 with Multigigabit Ethernet - Cisco

I took thousands of pcaps on MX and they all behave like that and even from old to recent firmware including MX 15.44 , 16.16 , 17.X , 18.107 , 19.1.7 , 19.1.12

It's very odd and I never found out why

You might want to open a ticket with Meraki support. As I'm looking at the ARP request, I'm wondering why the MX is sending that packet. ARP requests should only happen for devices thought to be on the same network, I'm having a hard time seeing how the MX could see the who has and the tell addresses on the same net.
