Does 802.11r work with open Security

Hello,

Have sort of a general knowledge question: if you have an SSID that has Open security, say a guest network, does that SSID participate in 802.11r even though with open security you cannot toggle on 802.11r?

In theory it is possible , how ever Meraki doesn't support it.

There are also little to no gain with 802.11r + Open SSID
