Dual mode Phone on Wireless infrastructure - Remove + character

Hi we are testing Nokia dual mode phone with WCS+WLC and AP using CCM 5.1 with Nokia SIP client. When phone receive a call from cellular line carrier sent "+" in front of number, and if I try to call the same number CCM are not be able to interpretate this special character.. Are there someone that are be able to resolve this issue?

Is it an international number . If so CallManager 3.3(4) release offers International dialplan support. Prior versions don't support
