EAP-FAST not auth on local AP Radius

Have 1100 AP running 123-8.JEA1 code ssc client 4.1.2.

Have LEAP and EAP-FAST configured on the AP, can authenticate with both methods when connecting to ACS, however if we break connection to ACS the local radius only authenticates with LEAP, EAP-FAST will not authenticate. The error message with debug %DOT11-7-AUTH-FAILED: Station (mac address) Authentication failed.

Local Authenticator EAP-FAST is broke on code 12.32ja to present code version 12.3-8JEA1 (have tried JEAB GD as well). So one can revert to earlier version of 12.32ja to get it working.
