Does CISCO shut down switches and AP's that are at end of life and or end of service or do they just stop supporting them?

No, they will still work.
When they announced EoL- there will be different milestones, End of Sales, End of Support etc. See below 3850 EoL announcement

If you have recent products which is subscription based, you may lose certain features depending on licensing tier (DNA Premier, DNA Advantage, DNA Essential), still basic functionality is not impacted.

No, there are no "kill codes" nor "time bombs". The platform will still work.
I still know of some operators who still use 2900XL-EN/3500XL-EN until now.

No. EOL means , device's life cycle of maintenance / selling is over. its not means device stop functioning. device will work until it get hardware faulty
