I bought Cisco AP used (Aironet 1200 series) and when I power on AP and access from console I'm see this messge Error ( ERRORLOG: Not sending discovery request AP does not have an Ip ) and ther is no way to enter cli command , plz can any one help me to configur AP.

You are getting these messages because AP doesn't receive an IP address from the DHCP server that's why it's not able to join controller. You can use the below commands to configure static IP address:
debug capwap console cli ==> You need to enter this command before assiging IP address or make any change on AP via CLI
AP1240#lwapp ap ip address 10.1.1.100 255.255.255.0 ==> Cmd to assign static IP address
AP1240#lwapp ap ip default-gateway 10.1.1.1 ==> Cmd to assign default gateway
AP1240#lwapp ap controller ip address 10.1.1.10 ==> Cmd to define IP address of controller

since it is CAPWAP AP, you should replaced "lwapp" with "capwap" keyword in Rakshit response.
If you already have a DHCP configured switchport, then connect this AP to that so it will get an IP automatically. Once you get an IP you have to register it to a controller, either using static method described in above response or any other method.

I'm guessing you need to convert that AP especially if you don't have a WLC. Here are some instructions how to do that, but you probably don't have a service contract to download the right image. If you do have access to download the software, then these links will help you convert the AP's.
