Flexconnect AP Standalone Mode Client Behavior

Is it expected behavior for a authenticated and connected client to be disconnected when the flexconnect AP goes into standalone mode? I was under the impression that currently authenticated and connected clients would remain connected until the session expires and that new clients would not be able to authenticate or connect while the AP is in standalone mode.

I can see right before the client disconnects it looks like the AP radios reset causing the disconnect, and the client is unable to rejoin until the AP rejoins the controller and is in connected mode

I had to enable some debugging, but it able to see the AP was joining another WLC causing the radios to reset. Completely isolating the test WLC I was able to keep the clients connected as expected.
