I have been working on this issue for sometime now. When ever we enabled 802.11 r the Motorala phones would stop working and would not connect. I had a Tac case open and they couldn't even find the issue. After trying to get a VR device on to the network using wpa3. I thought that I may want to try this out. After enabling wpa2/wpa3 with adaptive r. The phone was able to connect with out issues.

Just thought I should share since I could not find anything on this issue
