I have a 3650 switch running 16.3.5b. If I wanted the config from a WAP that was connected to that switch and using its integrated wireless control module, how would I do that? Can i telnet/SSH into the IP? Or is there another way from the IOS of the switch itself?
I have 3802's and 1852's.

To change the name or location of the AP these are the commands:
AP info-
show AP config general
or
Show AP name <ap name > config general
To change the name or location setting-
in enable mode (not global config):
ap <name> [perameter] (in this case its location)
Example:
ap ap1234.abcd.4321 location RMxxx

When AP is joined in a wlc or centralized like device, the AP does not have too much config.
You can for sure access the AP. You can look at the wlc and check which IP address it has and ssh or telnet to it.
Default credentials should be Cisco/Cisco or you can define a custom credential on the WIRELESS tab of WLC by selecting the AP.
As I said, the AP hold a basic config. The details config you can see on the wlc WIRELESS tab.

and if i wanted to change the ap name or location setting from the CLI would I do that by VTYing into the AP, or can I do that from the controller CLI?

WLC always. The idea of CAPWAP topology is that the WLC controls everything. The AP can be seeing as a remote extension of WLC.
