I would like to implement a guest access solution for my wireless clients, where each guest is assigned a unique, automatically generated username and password. Ideally, this would function similarly to a sponsored portal or lobby-based authentication system.
I am currently using a Cisco Catalyst 9800-40 Wireless Controller, but I do not have Cisco ISE deployed.
Is it possible to achieve this design solely through configuration on the WLC, without Cisco ISE? If so, what additional components or configurations would be required to implement this solution?

There are numerous 3rd party providers which can provide guest Wi-Fi solutions. See:

Unfortunately the guest options directly on the WLC are limited in what is available.
What your after is basically a self registered guest portal. Your going to need to have ISE or a 3rd party portal provider to get this to work from a portal side
If going 3rd party also suggest looking at OpenRoaming
