You'll need Bundle of sample pages for web portal authentication
And then follow the config guide: https://www.cisco.com/c/en/us/td/docs/wireless/controller/9800/config-guide/web-authentication/b-configuring-web-based-authentication-on-cisco-catalyst-9800-series-controllers/m-local-web-authentication-configuration.html

Thanks, dear
I have another question once I created the customized login page for guests the next step is how to integrate WLC with SMS gateway direct without ISE is this possible?

WLC does not have nay built-in option for that.
There are many third party services which provide such options - for example you can look at Eleven Software or Purple.

Thanks, dear, for your reply.
I have some confusion now about how the WLC will integrate with an SMS gateway. Does this software do this?
Let me explain the scenario to you. I have one customer who purchased WLC 9800-40, and a self-registration page will be configured locally in the WLC. There's bulk SMS with one of the SMS gateways. So, how will the WLC integrate with the SMS gateway to send the credentials to guests?
Thanks.

The WLC has no native integration with SMS.
We can't help you with the product you are using or how to integrate it.
You need to talk to the vendor of that product to ask if they have any method for integrating it with Cisco WLC.
If not, then you need to use another solution whether that be ISE or a third party product.

Okay, dear. What about another third-party product? Could you tell me what can be used as an alternative to ISE?
In this case, the customer already has ISE, but the license has already expired. So, can they still put the redirection page in ISE and configure the API for the SMS gateway with the expired license, or must the ISE license be renewed?
Thanks, dear.

I've already answered your question about third party options. If you search you can find many more.
