Do you have a WLC to manage this AP or does this operate in autonomous mode ?

yes wlc is controlling the ap's

If this is the case, then you simply need to create a new SSID & map to a interface where users can get IP via DHCP. If you are using "AP-Groups" then you need to add this SSID to your AP group. If you are using "default ap-group" then all AP will advertise this SSID (as long as WLAN ID is < 16)
Under the WLAN secuirty, you have to set Layer 2 secuirty None. In layer 3 security you can select few options (Web Authentication, Web Passthrough, etc). Different option configuration explain in below post if it is WLC 7.0.x

Here is some other useful configuration example related to this.

sorry I should have been clearer, they are say 6 access points already on the wlc and all but this one has the network ssid and a guest ssid, how do I put the guest ssid on the one that does not have it, why does the other ones have it and this one does not

I looked at the examples I am not familiar with the wlc but there should be a place in there that says apply this ssid to this ap or apply both these ssids to this ap and not to this ap?

For this u Need to create AP groups.
Here is the process to configure AP groups.

If you are not familiar with WLC CLI, then look at the "WLAN->Advanced -> AP Groups" & see whether you have defined any other AP groups addition to "default-group"
If so select the custom AP group & add your guest WLAN to it with correct dynamic interface mapped(it may be already there). Then go to the AP section of that & select the APs you want to advertise this Guest SSID & click ADD AP.
Note that AP will reboot during the process & do it on a outage window since it will distrupt the wireless connectivity while rebooting the AP. Once AP rebooted you will see it is advertising all the SSID configured on that AP group.
