if so, i would turn off the faulty one , and take the configuration backup and bring back and check.

Looks for me this is bug(there are different bugs reported part of Bulk sync), may be get maintenance window and upgrade to 17.9.5. and check any SMU patches required.

Also worth open TAC case this is effecting your Live environment.
