We are using IBM T42 laptops with the intel wirless chip, and the cisco extensions driver 8.1.0.28. We are having issues roaming between AP. We have the power turned to 50 on the AP and have checked long preempt.
What we are seeing is the laptop when mobile will have a single strenght of around 20 60 but I can never get above 1 - 5 Mbps. We are running 12.3(2)JA2 on the APs.

Looks like we are having two problems here. One with roaming ?? and another with slower speeds ??
I assume a proper survey was done. Is this behaviour happening with other vendor nics ? Even if the signal strength is 20-60db, what is the SNR ? If there is lot of interference from stray APs on nearby tenants, that could cause a lot of CRC errors. Check for CRC errors on the AP as well as PLCP errors on the NIC..If these are increasing at a high rate, you might be experiencing a lot of interference and this could slow you down.

Yes we were able to have a site survey done. We have 125 AP, and three zones WDS zones. With AirMagnet our SNR looks to be fine, and there are no CRC errors on any of the surrounding APs. I am sorry but I am not sure what is PLCP errors on the NIC. We are also running 12.3(2).JA2 code and I have heard there are many issues with that code as well.
Also when we get this error every now and then on the APs
