ip helper-address vs. ip dhcp-server

Would someone explain the difference between these two commands, their effect and where they are used in the config?

Helper-address is used typically for DHCP but it also opens up a lot of other UDP ports (like time, netbios etc)..With the "ip dhcp-server" command only the DHCP requests are forwarded.
