Issue with Multiple VLAN\Multiple SSID

I have three vlans and three SSID's setup on a Aironet 1131G. The first two SSID's work correctly, the third, setup with open access, does not. Association begins, IP begins to be handed out...a long pause and a disconnect. The First SSID is using Cisco ACS on the backend, the Second is setup for WPA2 - PSK.

Make sure trunk port on the switch is configured to allow the VLAN. Are these APs Lightweight or Autonomous APs.
