If LEAP handles dynamic key generation between client and RADIUS server, then why do you have to specify a static WEP key in the AP and the client in order to communicate with the RADIUS server.

With the newer firmware 11.10T and the newer client software you don't have to set a WEP key at all. You can turn up MIC or broadcast key rotation.
