In Meraki wireless solution i need to make policy based on location or zones which licences should i add ?

Meraki access points only have one licence type available - enterprise.

Agreeing with Philip,there is no granularity of license with the MR access points. For the MX, you choose between Enterprise and Advanced. Thankfully, the APs are brutally simple in this regard.
