I have two 2504 wireless controllers in one building, running different versions of software (don’t ask why, inherited).
I would like to migrate the system over time and merge into a single controller with a standby controller.
I have this mix of access points:
Total access points < 100
Total clients < 2,000
Looks like I could get a few more years out of the AIR-AP18xxx access points. I will replace the AIR-CAP160xx access points.
Could I migrate the 2504s to a pair of 9120 Access Points with embedded controller?
Besides purchasing the 9120 access points and whatever model I choose to replace the 12 1600s, do I need to purchase anything else?
Will I need to purchase access points licenses to have the existing access points join the 9120s?

Currently you may have local mode AP deployment. With EWC, only FlexConnect mode is supported & be aware of that change.
Licensing point of view you should be ok. Pls refer below

The requirement seems to be ok. The APs modes is limited to 9100 Catalyst.
For licensing, considering you can be considered Case A, you dont need any additional licensing for connected APs. Only for the APs with the controllers.
"Use case A: The Embedded Wireless Controller (EWC) can be used for small deployments where EWC is only managed using the smart dashboard or mobile app. For this use case, a Cisco DNA subscription license and Smart Licensing is not required for any access point connecting to the EWC."
