We are attempting to configure Mobile IP over tunnel interfaces. We have a tunnel between the Mobile Router and the Foreign Agent. On the FA, we receive a Mobile Node Too Distant (76)" error and the registration request is denied. From what I can find, this error is sent when the TTL does not equal 255 in the registration request. Any suggestions would be appreciated.

The issue I am seeing is when we enable the Mobile Router and the Foreign Agent to communicate across a GRE tunnel. When the FA receives the MN registration, GRE decrements the TTL by 1 when it deencapsulates the packet. The FA sees that the TTL is 254 and not the expected 255. It rejects the registration request and sends a "Mobile Node Too Distant" error. Is there a "no decrement" command for the GRE tunnel or a "ignore TTL" for the FA?
