I've been trying to upgrade my mobility express without success.
Current running 8.10.121.0 and going to recommended 8.10.130.
Here is the error after the TFTP is completed
(Cisco Controller) >[01/13/2021 02:00:20.7259] UBI error: ubi_create_volume: not enough PEBs, only 517 available
[01/13/2021 02:00:20.8359] UBI error: ubi_create_volume: cannot create volume 1, error -28
I have the ME on 3802, and two other APs 3702s. the errors occurs only at the 3802.
Any recommendations here?

Same error here when tryed to upgrade from 8.10.121 to 8.10.130, and again same failure when moving from 8.10.130 to 8.10.142. For me it worked always downgrading to 8.5 and then upgrading to whatever 8.10 release you may use.
Last days on Mobility Express are been very difficult for upgrades.

Yeah, I saw that.
This AP no longer have support, it is part of my home lab.

Same error from the CLI, I just tried the latest 8.10.142 version and it fails the same way.

Here is how to convert back to capwap
(Cisco Controller) >apciscoshell
!!Warning!!: You are entering ap shell. This will stop you from establishing new telnet/SSH/Web sessions to controller.
Also the exsisting sessions will be suspended till you exit the ap shell.
To exit the ap shell, use 'logout'
