No APs showing

i'm trying to get started with a couple of 1830i WAPs and Mobility Express. I have got some basic setup done using the web admin UI. I can talk to the web admin i/f fine using http and the device has the expected IPv4 address. But I can't see any access points on the scanning the airwaves. In the web admin UI in Monitoring > Network Summary it just shows 0 access points.
What on earth should I be doing? I have only fired up the one unit thus far, and I already have a second one in a box waiting. Does it mean that I need to buy n+1 units because one is dedicated to being a controller and cannot also act as an access point? (The ZyXels that I am used to are like this, you have to waste money on one extra box.)

Well I'm not good to go, and I have no clue what is happening or even what is supposed to be happening. Have I bought one too few devices?

Post some screen shots or outputs so we can see. Are these brand new AP's by chance? If the mode is OfficeExtend, you can try to factory reset the AP by holding the mode button down, powers cycling the AP and then wait for 30 seconds and release the mode button.
Please post some output.

They were advertised as Mobility Express and that's what it says on the packaging. The part number ends in K9C which I am told is correct for the with-mobility-express part.

Show us what you are seeing that is iffice extend. When you boot up an AP that is mobility Express, you will see when you boot up that the images should say mobility Express compatible.
Since this has been going on for a while, why not just open a TAC case and get it taken care of. TAC just like what we would need is to see how the AP boots up and then go from there.

How do I 'open a TAC case' - sincere apologies for being so ignorant but I've never used any cisco kit before.

I just don't understand why this is happening, why is the first unit apparently not acting as an access point, because clients can't see it and none of its SSIDs appear to be visible either? Need practical help urgently.

I've now discovered that the device is listening on another random IP address as well. Connecting with http to this address shows something I think called OfficeExtend or similar running - a web admin UI is showing.
this is something I've never heard of and is not what I think I want. I thought I was getting something called Mobility Express, although I have no idea what that looks like or what to expect. It says "teleworkers" at the top rhs, which is not good,
