In packet tracer 1.1.6 cellphone not tethering to pc

I have followed all instructions, but the last part is not tethering to cellphone to pc.

Hi Sara,

Please send your PKA or PKT file for review.

In the Smartphone / Configuration tab, and select settings.

Look at the bottom and and check Cellular Tethering Bluetooth.

Then go back to User laptop window and click tether. It will be able to connect.
