I am using EAP-TLS on my wireless network also dynamic wep however PEAP windows 2000 does not give you the option to select KEY WILL BE PROVIDED FOR YOU does Cisco have a utility to do this

No. The WEP keys should be configured on the ADU (Aironet Desktop Utility ) and the AP. Both the keys should match.
