Pre-share key at foreign controller

I have a SSID on foreign controller anchor to a anchor controller.  Should I setup pre-share key for that SSID on foreign controller or anchor controller?

the WLAN need to match when you are doing anchoring, so if you don't configure the PSK the client will not anchor.

That being said, as a PSK is layer 2 encryption, that is handled at the foreign.
