Prime Alarm - too many attempts

See below alarm.

Initially I though this maybe a password problem between the controller and Prime mgmt server, I reset the admin password directly on the controller, deleted the controller from Prime, re-added the controller with SNMP string and new Admin password, refreshed the config from the Controller into Prime and completed a successful controller audit.

When the same alarm appeared again, I decided to create another user directly on the controller 'prime' with read-write admin rights, again same message appeared after performing the above.

PS: I am using an Admin password with }+./"  . The Controllers took the password which I saw in plain text before hitting enter "mgmtuser password prime password admin read-write'

User 'prime' with IP Address '10.x.x.x' has made too many unsuccessful login attempts

Has anyone else seen this?  I haven't opened a TAC case yet, but this was an upgrade from 1.1 to 1.3 and after the DB was restored, I started getting these messages.  Nothing has changed with regard to the passwords.
