Can we upgrade the 9800-40 running on 17.3.4c (with 9120 and 1562 APs) to 17.15.3 directly?
As per the release notes I could see we can directly upgrade to 17.15.3 if there is no 9130 and 9124 APs.
However, in a note in the release notes, it also mentions the below, So kind of confusing.
+++++++
Cisco IOS XE 17.15.1 or later releases have a file size of more than 1.5 GB, which is not supported by Cisco IOS XE 17.11.1 or earlier releases. If you are running Cisco IOS XE 17.11.1 or earlier releases, you must first upgrade to Cisco IOS XE 17.12.x (for example, 17.12.5), and then upgrade to Cisco IOS XE 17.15.x or later. Additionally, an AP running Cisco IOS XE 17.9.5 or an earlier release does not have enough storage space to download Cisco IOS XE 17.15.x releases.Therefore, if you upgrade an AP image from 17.9.5 to 17.15.x would also fail.

17.3.4c or later |
Upgrade to 17.9.6 or later or 17.12.x or later, and then to 17.15.x. |
Upgrade directly to 17.15.x. |
(Correction : considering the topics which you also mention , I advice to take
the mentioned upgrade path anyway)

You can not go directly to the target version; also, check the compatibility matrix.
