Redundancy between two WLC HA Pairs

If I had two datacenters that needed high redundancy, could I do an HA pair of 8540's at each datacenter for immediate SSO failover and, additionally,  set up geographic redundancy between the HA pairs?  If feasible, what would the licensing structure need to look like?  I would assume I would need to fully license each pair with licenses to support all of my AP's?

8540/5520 use RTU license model. You only require license for the primary unit & no licenses required for secondary unit. As long as SSO enabled licenses will be shared with secondary in case of failover.
