RRM and RF Profile on 9800 controller

I would like to clarify the relations between RRM(Configuration->Radio Configurations->RRM) and RRM in RF profile(Tags&Profiles->RF/Radio)

My understanding is RRM is cluster wide settings, apply to all APs that do not have RF profile associated with.

RRM in RF profile apply only to APs that associated with that RF profile.

For example, if there are 18 APs, 10 have no RF profile associated with, 8 associated with RF_profile1, any rrm change in RF_profile1 won't affect those 10 APs.

If that is the case, why we need RRM configuration cluster wide for "coverage", "DCA" and "TPC" if we can gurantee that associate every AP with a RF profile.

This is because there are always a global configuration and a profile that can take precedence. Some only will use the defaults and other might have a mix. The latter happens also when you are testing or have a unique site vs other sites.
