Actually it's useless recommendation. 

If people have payed support, they don't ask for advice here.

I have called TAC, they will not help and recommend to use this forum.

I made my 2504 up. You need:

1. AS_5500_RTOS-7.0.250.0

2. AS_5500_cavium_main-7.0.250.0

That's it. Just upload those 2 files and boot in 7.0.250.0. 

Both files you can find in Google, Yandex, Yahoo etc

I don't know if it's possible to update from 7.0.250 to 8.5.161 directly, I updated to latest IOS in 3 steps.
