Secure roaming (under 50ms) with 4400 wireless LAN Controller

I would like to implement WLAN with 40 access points(ap1000 series) and a central controller device(4400 WLAN controller). The Client devices must be authenticated against an AAA server (RADIUS) via client and server certificates (EAP-TLS). Can I secure roam (under 50ms) from one ap to another ?

I believe that fast secure roaming only works with LEAP and EAP-FAST.
