Hi,
We have a group of fat access-points in the network. Do you know whether 1602 series access-points can act as mesh access-points without a controller?

Technically it won't do MESH, as that is a controller feature.
But it will allow you to use root/non-root or repeater mode. Repeater will be closest in functionality to MESH. But keep in mind that you lose half your bandwidth with each hop.

If i deploy a controller , can 700 series access-points act as mesh APs?
I dont see any reference related to that in cisco website.

Here is a guide regarding indoor mesh, so you get a good understanding of what it can and can't do.
