Does anyone utilize static IP Addressing for Controller based AP's { 2802's} and if so why?

I don’t think many do that anymore. That was something that was done during the autonomous years.

So to insure proper monitoring of the status of the AP’s, is CISCO Prime the primary NMS tool recommended?

Prime is, but you can use any other that work for you.
