Stuck in AP trouble

To set up an AP, I connected the cable between L2SW and AP using POE port .

however, the port do not go up. LED lump on the SW is off.

I consoled to the AP, and the logs below is repeatedly shown.

"waiting for uplink IP address and reachable default gateway."

I tried entering this command
" capwap ap ip 92.168.30.5 255.255.255.0 192.168.30.254"

but the following log is displayed

"Capwap process not ready yet. Try after few moments.
CAPWAP socket is not ready, save static IP addr to config file."

How can I solve this problem?
Why does not the port link go up?

For mobility express you need a dhcp for AP to fetch the IP address. Once AP will get IP , it will try to search for WLC.

which AP model it is?

AP needs an IP to search for its controller. Did you configure a DHCP scope from vlan where AP is connected ?

For this time, I have not introduced DCHP server.
Since I am noob for wireless, I thought static IP address could be assigned to AP vis CLI command.

If the introduction of DHCP is a must, I will do it.
But, I would like you to let ne know the CLI commands to setup static IP address if you know.

Did you check the cable? Run a TDR test and make sure that all 4 pairs are ok.

I  will do it.
thank you.
