The access point is not flashed.

The access point isn't downloading firmware from the TFTP server. The current firmware is corrupted, and I don't know how to restore it to a working state so it can communicate with the controller. Currently, the access point has corrupted firmware for standalone operation.

    - @schikannikov       Factory reset the access point and try to recover it from there :

In case factory reset does not work, 1830 is still in hardware support period, so with limited lifetime warranty you can get an RMA from Cisco within 10 business days.

The 1800-series AP is well-known to have high failure rate.  

I strongly recommend contacting TAC and organize an RMA while it is still possible.
