Unable to access GUI on 240AC AP after changing IP address.

As the title says.

We've created the wireless network, which we can connect to and, I can ping the newly assigned IP address.

however, regardless of the device/method we use to try and access the GUI we either get (on mobile) Primary AP is unreachable or a connection un reachable on a web browser.

anyone have any ideas what is going on?

 - You may want to attach a console (port 4) and observe messages during power up , look for problems if any
