Unable to register 5520 WLC with Cisco Smart Licensing

I have configured my Cisco 5520 running 8.3.102 to use Smart Licensing.  Cisco Licensing has created the license for the 5520 but when I try to register the 5520 it always fails.  I am using the correct token id from Smart licensing portal but I get the following when I try to register.

Smart Licensing is ENABLED

Registration:
  Status: UNREGISTERED - REGISTRATION FAILED
  Export-Controlled Functionality: Not Allowed
  Initial Registration: FAILED on Aug 24 19:17:48 2016 EDT
    Failure reason: Fail to send out Call Home HTTP message.
  Next Registration Attempt: Aug 24 19:16:55 2016 EDT

  Status: No Licenses in Use

on my vWLC with 8.3.102 the same issue, on 8.3.111 fix this.

I am seeing this issue on the 8540 WLC.  Were you ale to resolve this?
