Upgrade EWC on C9130AXE-B

I have a customer that purchased 2 C9130AXE-B. I have one in EWC ,but I can't get it to broadcast the SSID keeps wanting to Associate Policy Tag which I've tried.

Trying to update firmware from Cisco IOS XE Software, Version 17.12.03

tried Version 17.12.04, Version 17.15.02
The EWC will only upload the files C9800-AP-iosxe-wlc.bin and ap1g6a in the software management but doesn't ever allow Activate.

Tried TFTP, but usually get Predownload of 17.15.02.0.4538 has not finished

I've tried 

install remove inactive 

System image file is "/tmp/sw/rp/0/0/rp_wlc/mount/usr/binos/bin/linux_iosd-image"

I've reset several times, but keep hitting road blocks

 

Thanks for any ideas

If you already have the controller up and that means you have access to the GUI, why not upload it from the GUI? There is an http upload that is simple to use.  Keep in mind, that might not be the fix for the issue you are seeing, but might as well upgrade to a code that you prefer.

I did try that 5-10 times with serveral different versions including 17.12.04.
The 2 file upload to 100% and nothing else happens,I never get a activate.
If I remember correctly I get a message it's extracting but it will stay there.

EWC-HTTP firmware screenshots attached.

Maybe delete any older files in case there is not enough room.

Deleted files

Tried 17.9.6

After upload completed 96165888 bytes available (443564032 bytes used)

Still get extracting controller and AP version and that's it
